NTMP develops according to a phase-based strategy that is based on pre-set priorities and objectives to be completed into four horizon years, ending in 2045. Four different phases are defined, from 2016 to 2045:

• Phase 1 (end 2016 – 2024)
• Phase 2 (2025 – 2031)
• Phase 3 (2032 – 2037)
• Phase 4 (2038 – 2045)

Phase 1 includes also an initial 2-year investment program, called Phase 1A

Beside the four phases, three different time-scenario are identified:

• Short Term
• Medium Term
• Long Term
